On September 13, the Ministry of Commerce announced the initiation of an anti-dumping investigation on imported related simulation chips originating from the United States.

The announcement stated that the Ministry of Commerce obtained preliminary evidence and information indicating that the relevant measures taken by the United States in the integrated circuit sector towards China (hereinafter referred to as the investigated measures) meet the conditions of "discriminatory prohibitions, restrictions, or other similar measures against the People's Republic of China in trade" as stipulated in Article 7 of the Foreign Trade Law of the People's Republic of China.

According to the application documents submitted by the Jiangsu Semiconductor Industry Association, the relevant U.S. manufacturers include four companies: Texas Instruments, ADI, Broadcom, and ON Semiconductor. Preliminary evidence submitted by the Jiangsu Semiconductor Industry Association shows that during the investigation period, the prices of the investigated products originating from the United States continuously declined significantly, with dumping margins exceeding 300% for exports to China. The investigated products accounted for an average annual market share of up to 41% in China. In terms of absolute import volume, the total import quantity of the investigated products showed a continuous and significant upward trend, with total import quantities of 1.159 billion, 1.299 billion, and 1.59 billion units in 2022, 2023, and 2024 respectively.
