The Bureau of Trade Remedy Investigations under the Ministry of Commerce Issues the "Notice on Distributing Investigation Questionnaires for the Relevant Simulated Chip Anti-Dumping Case."

On October 22, the Trade Remedy Investigation Bureau of the Ministry of Commerce issued the "Notice on Distributing Investigation Questionnaires for the Anti-Dumping Case Involving Relevant Analog Chips."

The notice indicates that on September 13, 2025, the Ministry of Commerce of the People's Republic of China issued Announcement No. 27 of 2025, deciding to initiate an anti-dumping investigation into relevant analog chips imported from the United States. These products fall under tariff heading 85423990 as listed in the "Customs Tariff of the People's Republic of China"; other products under this tariff heading are excluded from the scope of the current investigation. In accordance with the relevant provisions of the "Anti-Dumping Regulations of the People's Republic of China," this notice hereby informs stakeholders about the distribution of questionnaires related to the anti-dumping investigation.

The notice indicates that the survey questionnaire is divided into three categories: Questionnaire for Foreign Exporters or Producers, Questionnaire for Domestic Chinese Producers, and Questionnaire for Domestic Chinese Importers. All relevant parties are required to complete the corresponding questionnaire as specified and submit a complete and accurate response within 37 days from the date of questionnaire distribution. Should any party fail to provide the required response within the stipulated timeframe, or if other circumstances outlined in Article 21 of the Anti-Dumping Regulations of the People's Republic of China arise, the investigating authority will make its determination based on the facts already obtained and the best available information.

Previously, on September 13, the Ministry of Commerce announced its decision to initiate an anti-dumping investigation into relevant analog chips imported from the United States, effective September 13, 2025. The announcement stated that on July 23, 2025, the Ministry received a formal application for an anti-dumping investigation submitted by the Jiangsu Provincial Semiconductor Industry Association on behalf of the domestic analog chip industry. The applicant requested an anti-dumping probe into related analog chips originating in the United States. In accordance with relevant provisions of the Anti-Dumping Regulations of the People's Republic of China, the Ministry conducted a thorough review covering the applicant's eligibility, details regarding the products under investigation, information about similar domestic products, the impact of the investigated products on the domestic industry, and circumstances pertaining to the country of origin. Based on the outcomes of this review, and pursuant to Article 16 of the Anti-Dumping Regulations of the People's Republic of China, the Ministry has decided to officially launch an anti-dumping investigation into relevant analog chips imported from the United States, commencing on September 13, 2025. Typically, this investigation should conclude by September 13, 2026; however, under special circumstances, the timeframe may be extended by an additional six months.

Notice on the Issuance of the Questionnaire for the Anti-Dumping Investigation Case Related to Simulated Chips

To all stakeholders:

On September 13, 2025, the Ministry of Commerce of the People's Republic of China issued Announcement No. 27 of 2025, announcing the initiation of an anti-dumping investigation into relevant imported analog chips originating in the United States. These products fall under tariff heading 85423990 as listed in the "Customs Tariff of the People's Republic of China"; other products under this tariff heading are excluded from the scope of the current investigation. In accordance with the relevant provisions of the "Anti-Dumping Regulations of the People's Republic of China," notice is hereby given regarding the distribution of questionnaires for this anti-dumping investigation:

I. The survey questionnaire for this case is divided into three categories: the questionnaire for foreign exporters or producers, the questionnaire for domestic Chinese producers, and the questionnaire for domestic Chinese importers (see attachment). For detailed requirements regarding responses, submission methods, and deadlines, please refer to each respective questionnaire.

II. Foreign exporters or producers shall complete the questionnaire for foreign exporters or producers as required. Domestic producers shall complete the questionnaire for domestic producers as required. Domestic importers shall complete the questionnaire for domestic importers as required.

III. The date on which this notice is issued shall be deemed the date for questionnaire distribution. Relevant stakeholders are required to complete and submit a full and accurate response within 37 days from the date of questionnaire distribution, as specified. Should a party fail to provide a response in accordance with the questionnaire requirements within the prescribed period, or if other circumstances stipulated under Article 21 of the Anti-Dumping Regulations of the People’s Republic of China exist, the investigating authority may make a determination based on the facts already obtained and the best available information.

IV. Please download the questionnaire from the Trade Remedies Investigation section of the Ministry of Commerce website’s Trade Remedies Bureau sub-site (website: http://trb.mofcom.gov.cn) or the China Trade Remedies Information Network (http://cacs.mofcom.gov.cn). Relevant stakeholders should submit the electronic version of their responses via the “Trade Remedies Investigation Information Platform” (https://etrb.mofcom.gov.cn), and, as required by the investigating authority, simultaneously provide both a paper copy and a CD-ROM containing the same content. The electronic and paper versions must be identical in content and format.
