“This year, at the Two Sessions, I’ll bring a new business laptop powered by domestically produced chips,” said Guo Yufeng, a member of the National Committee of the Chinese People's Political Consultative Conference and Deputy General Manager of Phytium Information Technology Co., Ltd., in an interview. As the 2026 Two Sessions are set to kick off soon, Guo noted that China’s domestically produced chips are at a critical turning point, accelerating their transition from “usable” to “easy to use.” Guo pointed out that the “15th Five-Year Plan” proposals explicitly call for “adopting unconventional measures” to achieve decisive breakthroughs in key areas such as integrated circuits, and for “fully implementing the ‘AI Plus’ initiative.” How to translate these national strategies into concrete, measurable, and sustainable industrial actions has become his central focus this year in performing his duties.
Looking back on the past year, Guo Yufeng has demonstrated the “user-friendliness” and significant improvements of domestically produced chips through a series of breakthroughs. He revealed that the Feiteng Tengrui D3000M laptop CPU, launched last year, “boots up in just 9 seconds, wakes from sleep in only 2 seconds, and offers an all-day battery life of over 11 hours.” Within just a few months of its launch, sales have already approached 500,000 units. “This clearly shows that our domestically produced terminals now possess the strength to compete on an equal footing with mainstream international products.”
In his view, this is not just a success for a single product—it’s also a milestone signaling the maturation of domestically produced chips. “As of the end of last year, the cumulative shipments of the Phytium series CPUs had exceeded 13 million units. It took us exactly ten years to go from zero to 10 million units, but only one year to go from 10 million to 13 million.” Guo Yufeng believes that this reflects a shift in the adoption of domestically produced chips—from being driven primarily by policy to being increasingly market-driven, with a qualitative leap in customer acceptance.
In addition to the consumer market, domestically produced chips have also achieved breakthroughs in critical infrastructure sectors. Guo Yufeng revealed that in China Mobile’s 2025–2026 centralized procurement project for expanded 5G picocells, all five winning bidders’ equipment were equipped with domestically produced CPUs. Furthermore, a full-stack departure system based on domestically produced chips has already been put into operation at Urumqi Tian Shan International Airport, marking a significant step forward as domestic chips move from office systems into more core and complex business scenarios.
Regarding the phrase “adopting unconventional measures” in the proposals for the 15th Five-Year Plan, Guo Yufeng believes that this does not mean “rushing ahead with reckless haste” against scientific principles. Rather, it involves breaking away from conventional path dependencies and achieving breakthroughs in resource allocation, organizational models, and policy support—focusing elite resources on targeted efforts and shifting from isolated breakthroughs to systematic, full-chain problem-solving. Speaking about the “comprehensive implementation of the ‘AI+’ initiative,” Guo Yufeng emphasizes that the key lies in the “+”—we must shift from a “technology-driven” approach to a “demand-driven” one, ensuring that AI technologies genuinely help factories reduce costs and boost efficiency, enable doctors to improve diagnostic accuracy, and bring greater convenience to people’s daily lives, thereby creating measurable value.
