On November 4, at the Photonics Industry Summit of the 2025 Hard Technology Innovation Conference, Yang Junhong, General Manager of Shaanxi Optoelectronics Pioneer Institute, shared the phased progress of Shaanxi's "Chasing Light Plan," announcing the official commissioning of the institute's newly built "8-inch Advanced Silicon Photonics Integration Technology Innovation Platform." She also unveiled the PDK for passive SOI-integrated ultra-low-loss silicon nitride products.

As the first silicon-photonics pilot production line in Northwest China, this platform fills a regional gap and has become a landmark achievement of the "Chasing Light Plan." It also serves as a pivotal cornerstone for Shaanxi Province's ambitious goal of building a trillion-yuan-level photonics industry cluster. Since its launch in 2021, the "Chasing Light Plan" has spurred the number of photonics-related enterprises across the province to grow to over 370, while the industry’s total scale has surged from 15 billion yuan to 36.5 billion yuan, fostering a complete "materials—chips—devices—systems" industrial chain.

The 8-inch silicon photonics platform has secured a total investment of 750 million yuan, introducing IMEC’s process package from Belgium along with over 60 pieces of critical equipment, thereby establishing an advanced, independently controllable process system. The platform adopts a "1+N" model, centered around two pilot-scale platforms, to serve small and medium-sized enterprises while supporting cutting-edge R&D efforts—helping to shorten product development cycles and reduce costs. Currently, the platform has already reached cooperation agreements with several leading companies, attracting businesses from other regions to cluster in Shaanxi Province.

In the future, the Optoelectronics Pioneer Institute will advance the construction of a heterogeneous and hybrid integration platform, establishing a comprehensive, end-to-end technology system to provide critical support for fields such as optical communications and artificial intelligence, thereby helping Shaanxi Province build a leading hub for the photonics industry.
